What does it mean when they say the driver must have a clear vision of the highway?

does this mean that you can have a really dark window tint like 5% limo black because i though all you needed was a presription.What does it mean when they say the driver must have a clear vision of the highway?
Clear vision of the highway means that you may not place any item on the dashboard or other place that may obscure or obstruct the operators view of the road, day or night. In some states, you may not hang any object from the rear view mirror, if equipped while the vehicle is in motion.





States vary as to window tinting. Generally, you may not tint the forward windshield, except for the top 10%.





Prescriptions for window tint are rare. If you need protection from the sun, sunglasses work much better.
